Two more people have been arrested related to a theft at London's Heathrow Airport where 21 people were injured by a substance believed to be pepper spray, according to police.

A man, 24, was arrested in Lambeth on suspicion of robbery and assault and a 23-year-old woman was detained for suspected conspiring to commit a robbery. They both remain in custody, the force said.

These detentions come after an investigation into an assault at the multi-level parking garage at Heathrow's Terminal 3 on Sunday. Prior to the incident, a pair of female travelers had stolen from them their luggage after getting out of a parking garage elevator.

A toddler aged three was among the injured during the incident. A total of five individuals were taken to the hospital for treatment and have since been released.

Police arrested a 31-year-old man for suspected robbery and assault close to the location. He has since been released under investigation while inquiries continue.

Police were alerted at about 08:10 GMT after reports came in regarding a number of individuals injured by a noxious substance believed to be pepper spray.

The attack - which police said was isolated and not being treated as terrorism - resulted in delays to rail services and the temporary shutdown of the Central Terminal Area tunnel and the T3 parking facility for a short time.
